Attached, please find a copy of the Comission's 1978 policy statement on the standardization of nuclear power plants.
In addition, I have also enclosed a copy of NUREG-0427, " Review of the Comission Program for Standardization of Nuclear Power Plants and Recomendations to Improve Standardization Concepts", dated February 1978. These two documents, although several years old, provide a good overview of standardization concepts.
There is widespread agreement on the part of nuclear utilities, the public, and the HRC that plant standardization offers numerous advantages over the use of individual custom plant designs. Standardization aims to increase the safety of nuclear power plants by maximizing proven designs.
Regulatory resources are conserved in the review of plant designs by NRC. Standardization should also increase the effectiveness and efficiency of NRC staff oversight of plant construction and operation. For utilities planning to build a nuclear power plant, the use of a standardized plant design has the potential for substantial economic savings. Uhereas at present, a utility may find its construction schedule subject to the uncertainties of continuing design review by the HRC staff, the use of a standardized plant design offers substantial assurance against the introduction of major unexpected design changes and allows greater certainty in the procurement of equipment, labor and materials.
The HRC has taken a number of steps in recent years to encourage standardization by means within its present legal authority. However, it is the view of the HRC that to maximize standardization, it is desirable to provide incentives beyond those possible under existing legal authority. To this end, we are currently actively considering legislative proposals and amendments to the Commission's regulations which would streamline the licensing of standardized plants.
If fully realized, these proposals could substantially reduce the length of time needed to build plants and put them into operation.
