Furnace-Sensitized Stainless Steel Safe Ends at Boiling Water Reactors Re: Humboldt Bay Power Plant, Unit No. 3 Because furnace-sensitized stainless steel safe ends are used in your plant, we are writing to you regarding the recent occurrence of leaks developing in furnace-sensitized stainless steel safe ends on reactor vessel nozzles at the Nine Mile Point plant, and the staff's continuing concern with the potential for such leaks. We recognize that you are presently in an extended shutdown condition, and that as long as you reinain in that condition any safety concerns associated with furnace-sensitized safe ends are minimal.
The potential for cracking and leakage from furnace-sensitized safe ends has been confimed with the Nine Mile Point occurrence. For this reason we are considering requiring that you replace your furnace-sensitized stainless steel safe ends before returning Humboldt Bay to service.
