Dear Mr. Maurin:

MGoodman In view of the schedule for fuel load at Waterford 3, and the anticipated availability of the Technical Guidelines, the Generic Writer's Guide, and the revision to NUREG-0799 (Draft Criteria for Preparation of Emergency Operating Procedures), there may not be sufficient time for the Waterford 3 emergency operating procedures (E0Ps) to be completed approkimately six (6) months prior to fuel load as stated in your FSAR. Therefore, we are agreeable to relaxing the schedule to only require that the Waterford 3 E0Ps be completed in time to provide proper operator training prior to fuel load. This revised schedule applies only to E0Ps.

Please amend your FSAR l

to reflect this change.
