MEETING WITH GENERAL ELECTRIC TO DISCUSS THE BWR OWNERS' GROUP EMERGENCY PROCEDURE GUIDELINES

On January 26 and 27,1982, M. W. Hodges, H. B. Clayton, and W. G. Kennedy met with Gereral Electric representatives in San Jose, California to discuss theBWROwners'GroupEmergencyProcedureGuidelines(EPGs). The two days of meetings consisted of reviewing the new EPGs' structure resulting from incorporation of reactivity control guidance, a step by step discussion of the revised EPGs, and presentations on the technical bases and calculational methods for Caution #6 (<:oncerning reliability of level 'nstruments and reactivity control, including boron mixing) and Contingency 3, " Steam Cooling." A list of attendees is enclosed.
During the presentations most of the concerns that were raised were resolved. The following is a discussion of the open items remaining:
1.
Caution #1:
by the phrase:
" enter that procedure," the caution implies that the operator will enter only one.of the two major procedures. This is not correct for high Dry Well pressure.
2.
Caution #6: The wording and table for this erroneous level indication caution are very confusing.
3.
Caution #9: This caution simply lists the entry conditions for the Containment Control guideline and therefore seems unnecessary.

RPV Guideline: The first boxed step.in the Level Control section has three conditions, all of which are required before entry into Contingency #7. The first condition is expected to be evaluated first. Although the presentation of this condition is different from the other two (using a bullet versus numbering), the reason for this difference is not described for the writers of procedures.

RPV Guideline: The relation of the boxed statements before step RC/P-3 to both steps RC/P-3 and RC/P-4 is not clear.

RPV Guideline: RC/Q-1 through RC/Q-5 are action steps while RC/Q-6 is the title of a series of substeps.
RC/Q-6.2 is an action preceding a series of substeps. The difference between titles and action steps needs to be identified.
7.
Containment Control: The purpose does not represent the new organization of the EPGs.
In the new organization, this guideline is not entered from any other guideline.

GE agreed to investigate the question of how to remove H2 from instrument lines.
9.
The acceptability of the' stability analysis for the condition of low power, low flow and low water level k the Level / Power Control Contingency are still under review.
10.
The NRC agreed to provide GE information for evaluation of a recent change to European BWRs' Core Spray system to provide cooling to level instrument ifnes in containment while core spray is in use.
11.
Revision 1D to the guidelines has no provisions for unisolatable breaks outside the dry well. The Owners' Group plans to incorporate these into the next revision of the guidelines.
In general, the guidelines appeared to be a:ceptable with discussion of the above items continuing. GE and the BWR Owners' Group stated that they expected to be able to address these items and get them reviewed by the Procedures Subcommitte and full Owners' Group by about April 1, 1982.
