Dear ifr. Arnold:
The Comission has issued the enclosed Anendment !!o. 73 to Facility Operating License flo. DPR-49 for the Duane Arnold Energy Center. This adendment consists of changes to the Technical Specifications in response to your application dated October 9,1980 and subsequent discussions between the flRC staff and your staff. These changes have been discussed with and agreed to by nerbers of your staff.
These changes to the Technical Specifications incorporate surveillance requirements for the scran discharge volume (SDV) vent and drain valves and limiting conditions for operation / surveillance requirements for reactor protection system and control rod withdrawal block SDV level instrumen-tation.
Our contractor, the Franklin Research Center (FRC), has reviewed your._
submittal and concluded that the proposed Technical Specification chances are acceptable.
We I ave reviewed the FRC Technical Evaluation Report (TER) and agree with its conclusions. The enclosed Safety Evaluation Report (SER) docunents our findings.
A copy of the flotice of Issuance is also enclosed.
