Dear Mr. Keimig:
This is in response to the above referenced letter in which you reported one item of noncompliance which was determined during your inspector's visit to our facility on July 14-16, 1981.

Section 8.2 of Special Nuclear Material License No. SNM-1067 states ".
all procedures shall provide for the labeling of all mass limited containers to indicate the enrichment, and the uranium content and shall provide for main-taining the identity of enrichments of all SNM in the facility".
Contrary to the above, on July 14, 1981, one closed container, a mass limited container located in the Pellet Shop Annex, containing SNM-bearing waste mat-erials was not labeled to indicate the enrichment and the uranium content.
Respp_n_se The container referred to was a 17-H drum used for the packiging of low-level radioactive waste material.
Blank labels applied to the drum outer surface are required to be filled in to identify the drum contents as to enrichment and to the number grams U235 contained within the drum. The label had been applied to the drum, but not filled in with the required information. The violation was corrected immediately and the requirement to fill in the drum label was stressed to all foremen in the Pellet Facility.
To prevent a recurrence of the problem, we will do the following:

L All 17-H drum labels will be pre-printed with the required information before the label is applied to the drum. Only Health Physics personnel will be allowed to call for delivery of empty 17-H drums to the Pellet Shop Annex.
Upon receipt in the Pellet Shop Annex, Health Physics personnel will apply the pre-printed labels to the 17-H drum surface. Operating procedures will be changed to reflect the requirements that only drums with the pre-prtht'ed labels are to be used by the operating personnel and that these labels'will"be put on by Health Physics per-i sonnel.
It should be noted that at this time we~ are in full compliance with the require-ments noted in Section 8.2 of SNM-1067.
Implementing the change in labels and operating procedures will be accomplished within 30 days.
