Systematic Assessment of Licensee Performance for the Period of July 18, 1980 through June 1981.

In 1990 the NRC instituted a program for Systematic Assessment of Licensee "erformance (SALP). The NRC staff beqan collecting available observations anrf, based on those observations, evaluating the performance of power reactor licensees (includinq construction permit holders) with respect to nuclear safety. Durinq the first annual cycle of this program, licensee performance was evaluated in two steps:

first, by a SALP Board in the appropriate NRC Regional Office; and then by a SALP 9eview Group at NRC Headquarters.

The SALP Review Group produced a single report summarizing its assessments for power reactors throughout the U.S.

This report was issued in November 1981 (NUREG-0834, Final Report, NRC Licensee Assessments").

Subsequently, a number of changes were made to the program. The new program ias published in the Federal Register on March 22, 1981, and includes the following principal chanqes:

(1) Adoption of regional level evaluations.

This eliminates review by the SALP Review Groun at NRC Headquarters with its attendant national report while imnroving the timeliness of providing evaluation results.

(2)

Establishment of new evaluation criteria which are not dependent upon the average performance level.

(3) Establishment of a process for taking licensee comments into account.

The second annual cycle of the SALP program for the W4P-1/4 projects covered the period of July 18, 1980 through June 1981 and used a combination of old and new assessment process. The results of the second cycle assessment were discussed with you and members of yourstaff in meetings on September 16-17, 1981. Enclosure (1) to this letter contains the final report for
