In reference 1) the Supply System informed your office of a reportable deficiency under 10CFR50.55(e) and reference 2) was an interim report on'the subject condition.

Attachment A to this letter, provides an update to our original response on the subject deficiency. The attachment includes a restatement of the identified condition and some additional information under the heading Corrective Action.

It is still anticipated that the rework of the system will be completed by August 31, 1982.

Because all essential actions have been completed with the exception of the physical rework we will not report again until September 1982, wherein we will provide our final report.

EMERGENCY DIESEL GENERATOR GOVERNOR LUBE OIL COOLER BACKGROUND The Supply System purchased Emergency Diesel Generators, two per plant, from Transamerica Delaval. A problem exists in the Governor Lube Oil Cooler Assembly which could result in loss of engine availability.

Transamerica Delaval has reported this deficiency under the requirements of 10CFR Part 21.

The Governor and Governor Lube Oil Cooler were manufactured by Woodward Governor Company of Fort Collins, Colorado and installed and piped on the engine by Transamerica Delaval.

DESCRIPTION OF THE DEFICIENCY The design deficiency is in the Governor Lube Oil System and concerns the orientation of the Governor and Lube Oil Cooler as installed on each engine.

If the Governor Lube Oil Cooler is installed above (elevation) the oil level of the Governor, as is the case for Units 1 and 4 there is a possibility of air being trapped in the system when the oil level in the Governor is low.

SAFETY IMPLICATIONS If air is trapped in the Governor's Oil System, engine starting relia-bility may be affected.

CORRECTIVE ACTION The deficiency will be eliminated by moving the Governor Lube Oil Cooler to an elevation below the Governor oil level. Transamerica Delaval has issued detailed drawings and instructions to the Supply System.

A field change is in the process of being prepared and approved by the Architect Engineer. Actual rework of the system by the site mechanical installation contractor will be coupleted by August 31, 1982. Upon completion of the rework, Supply System Project QA will verify that the relocation of the lube oil cooler is in accordance with the Delaval instructions and drawings. The site mechanical installation contractor will incorporate the new location of the lube oil cooler in their As-built drawings.
