Discussion of Class 9 Accidents in the Environmental Report (Operating License)

Per your letter of !! arch 4,1982 (Counsil to Eisenhut), the staff has reviewed the proposed outline for Chapter 7 of the Millstone Unit No. 3 Operating License Environmental Report (ER), titled, " Discussion of Potential Environnental Effects of Accidents Involving the Station." The staff agrees that the information generally provided in Chapter 7 on Class-9 accidents nay be fully addressed in the Probabilistic Safety Study (PSS), and therefore, only referenced in Section 7.1.9, " Class 9 -

Accidents Beyond the Design Bases of the Millstone Unit No. 3 Plant." The PSS, a comprehensive probabilistic risk assessnent study being conducted for flillstone Unit flo. 3 is to be submitted by Northeast Utilities (NE) within six months of the FSAR docketing.

In addition to referencing the infornation for Class-9 accidents to the PSS, Northeast Utilities must also address at least the following in Section 7.1.9 of the ER:

1.

the intention to conply with the Commission's Statenent of Interim Policy (Federal Renister/Vol. 45/No.116), dated June 13, 1980, and titled "Huclear Power Plant Accident Considerations Under the National Environmental Policy Act of 1969,"

2.

the intention to fully address the above Interin Policy in the fli11 stone Unit No. 3 PSS, and 3.

the connitnent to indeed submit the PSS within six nonths of the FSAR docketing as stated in Reference 1.
