NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY 3
OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 76 o Facility Operating License No. DPR-65, issued to Northeast t
Nuclear Energy Company, the Connecticut Light and Power Company, ths Hartford Electric Light Company, and the Western Massachusetts Electric Company (.the licensee), which revised Technical Specifications for operation of the Millsto'ne Nuclear Power Station',.dtnit No. 2 (the facility) located. in. the Town of Waterford',
Connecticut. The amendment was effective March 20, 1982.
The amendment changes the Technical Specifications to allow 72 additional hours to return the steam turbine driven auxiliary feedwater pump to service following its failure at 10:40 p.m. on March 18, 1982. The amendment was issued

on an expedited basis to permit continued plant operation while pump repairs ~
were made.
The application for the amendment complies 'with the standards and require-ments of the Atomic Energy A'ct of 1954, as amended (the Act), and the Commis-l sion's rules and regulations. Th,e Commission has made appropriate findings as required by the Act and the ' Commission's rules and regulations in 10 CFR,
Chapter I, which are set forth in the license amendment.
Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
