M_ILLSTONE NUCLEAR POWER STATION, UNIT NO. 2 DOCKET NO. 50-336 Introduction and Background By application dsted March 20, 1992, Northeast Nuclear Energy Company'(NNECO or the licensee) requested an amendment of Facility Operating. 'This request resulted from finding the AFWS pump inoperable due to mechanical-wear-caused binding of the shaft at 10:40 p.m. on Thursday, March 18, 1982. Although NNECO and the pump manufacturer worked on the pump round the clock, it was obvious by Saturday morning that serviceability in the required 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> (TS-3.7.1.2) would not be possible.
4 Discussion and Evaluation NNECO states that two redundant, 100 percent capacity motor driven pumps are available to supply AFWS flow to the steam generators (SGs) in the event of a plant trip. These two pumps are powered by redundant. diesel generators as well as the two normal off-site power sources. This remaining design (two redundant motor driven pumps), is consistent with the other engineered safety feature systems at Millstone-2. They, therefore, conclude that, for the short period of time during(which power operation will continue with the steam driven pump out of service 7 days), the increased risk to the public health and safety is regligible.
In reviewing the proposed TS change on Saturday, March 20, 1982, the staff,
concluded that the change was technically acceptable. However, in further discussions with the NNECO maintenance personnel, it appeared that only about 3 days would be needed to complete the repair. Therefore, we find an additional 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> out-of-service time for the steam driven AFWS pump all that is necessary for the desired continued plant operations during the repair period.
In actuality, the steam turbine - driven AFWS pump was returned to service at 2:35 p.m. on Monday, March 22, 1982. Therefore, the proposed TS change previously authorized by telephone on March 20, 1982 is no longer in e ffect. "

2-Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and.
will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendment
' involves an action which'is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR $51.5(d)(4), that an environmental, impact statement or negative declaration and environ-mental impact appr'aisal need not be prepared in connection with the issuance of this amendment.

We have concluded, based on the considerations discussed above, that:
(1) because the amendment does not involve'a significant increase in the probability' or consequences of accidents previously considered and does not involve a significant decrea.se in a safety margin, the amendment does not involv.e a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will. net be endangered byToperation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's i
regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of l
