TOPICAL REPORT EVALUATION Report Number: NU-QA-1, Revision 4A, Nonproprietary Report

Title:

Northeast Utilities Quality Assurance Program Topical Report Report Date: November 5, 1981 and March 18, 1982

SUMMARY

OF TOPICAL Topical Report NU-QA-1, Revision 4A describes the quality assurance program which Northeast Utilities (NU) applies to those design, procurement, construc-tion, and operations phase activities involving safety-related structures, sys-tems, and components of nuclear power plants within the NU scope of work.

NU-QA-1, Revision 4A, commits NU to comply with the requirements of Appendix B to 10 CFR Part 50.

It also commits NU to follow the Regulatory Guides listed below:

Revision 4A of NU-QA-1 contains a description of the measures used to carry out the NU quality assurance program activities and describes how applicable requirements of Appendix B to 10 CFR Part 50 will be satisfied by the administration and implementation of these measures.

SUMMARY

OF REGULATORY EVALUATION AND POSITION We have evaluated the quality assurance program description and the organiza-tional arrangements for quality assurance functions described in Revision 4A of NU-QA-1. We find that quality assurance policy and direction originate at an acceptably high management level and are effectively communicated to other parts of the organization.

Those performing quality assurance functions have responsibility and authority commensurate with their duties in implementing the quality assurance program. We also find that measures have been established to be implemented by written procedures and instructions which address each of the criteria of Appendix B to 10 CFR Part 50 in an acceptable manner.

t, Based on our review and evaluation of NU-QA-1, Revision 4A, we conclude that:

The organizations and persons performing quality assurance functions within Nb have the required independence and authority to effectively implement-the quality assurance program without undue influence from those directly responsible for costs and schedules.

The NU Quality Assurance Topical Report contains requirements and con-trols which, when properly implemented, comply with the requirements of Appendix B to 10 CFR Part 50.

3.

The NU Topical Report NU-QA-1, Revision 4A, " Northeast Utilities Quality Assurance Program Topical Report," is acceptable for use-in the design, procurement, construction, and operations phase activities of NU's nuclear power plants.
