REQUEST FOR ADDITIONAL INFORMATION j

INSERVICE INSPECTION PROGRAM Maine Yankee 1.

The proposed Technical Specifications (Ref. 2) for inservice inspection should be updated to conform to the code examination requirements for the last inspection period in the first interval (August.1979 to December 1982).

Specific modifications required include the following:

(a) Reference should be made to inservice inspection of ASME Code Class 1, 2, and 3 components and respective subsections IWB, IWC, and IWD of Section XI.

(b) The revise,d requirements in 10 CFR 50.55a(g)(4)(ii) for ISI program updating at the start of each 120-month interval, using the code edition and addenda in.effect 12 months prior to the start of the interval, should be referenced.

(c) The relief requests in the Technical Specifications should be reviewed to determine if relief is requircJ in the last inspection period.

It is preferred that these relief requests be part of the ISI program (Ref. 3) rather than of the Technical Specifications (per guidance in Ref. 1). Maine Yankee has previously indicated that other relief requests will be submitted as impractical examinations are identified.

With the first inspection interval nearly over, what is the need for additional ISI relief and the status of such relief requests?

The NRC staff has taken the following position concerning the adoption of Appendix III in Section XI of the ASME Code:

(a) Indications of 50% of DAC or greater shall be recorded.

(b) An indication of 100% of'DAC or greater shall be. evaluated by a Level II or Level III examiner to the extent necessary to deterinine the size, shape, identity, and location of the reflector.

(c) Any non-geometric indication, 20% of DAC or greater, discovered during the ultrasonic (UT) examination shall be recorded and investigated by a Level II or Level III examiner to the extent necessary to determine the shape, identity, and location of the reflector.

For Maine Yankee, NRC will require that the inspection criteria of Appendix III be modified as detailed above..If this position is impractical for the Maine Yankee facility please provide a technical justification for each deviation re-quested.
