Thank you for your letter of 4/12/82 reminding us of the upcoming expiration date for the subject certificate and requesting a
consolidated application for certificate renewal.
During accumulation of the appropriate data for this renewal, we evaluated our current activities involving 30A and 30B shipping containers and have determined that we do not appear to need reinstatement of this certificate.
Attached is a history of activities involving the certificate, our current activities, and our assessment of how we arrived at this conclusion.
If you agree with the assessment that the current cylinders (including those with two valves or a single valve and a plug) are in accordance with the provisions of 49 CFR 173.396(b)(6) and ANSI 14.1-1971, please advise us of this conclusion.
If, however, you still feel that a consolidated application is required, please so indicate and provide some guidance as to the level of detail required in support of such a
consolidated application.
General Electric personnel would be pleased to discuss this matter with you and your staff as you deem necessary.

GENERAL $ ELECTRIC Mr. Charles E. MacDonald April 30, 1982 NRC CERTIFICATE OF COMPLIANCE 9091 FOR 30A AND 30B CYLINDERS HISTORY The original application made by General Electric Company on 11/3/70 requested amendment of License SNM-54, Docket 70-1007, to authorize delivery of special nuclear material to a carrier in the package designated as Union Carbide Model OR-30B.
On 11/13/70, GE requested an amendment of Licenses SNM-54, Docket 70-1007, and SNM-1097, Docket 70-1113, to authorize delivery of SNM to a carrier in the Model OR-30B package.
On 12/18/70, the US-AEC issued Amendment 71-17 to License SNM-54, Docket 70-1007, authorizing the above request.
GE requested on 3/18/71 an amendment to SNM-54 to authorize the use of Model OR-30B package as described in Union Carbide Corporation drawing D-P-35721-F, Revision 1,
with further provision that additional valves may be installed if identical in type and method of installation to that shown on the drawing.
f A modification to the above 3/18/71 amendment was made on 3/25/71 l
requesting the provision that one additional valve may be installed at least seventy radial degrees from any other valve.
1 Amendment 71-20 to SNM 54 dated 4/2/71 was issued.
On 7/26/77 Certificate of Compliance 9091, Revision 0, was issued I
to GE in Wilmington, NC, superseding Amendment 71-29 to SNM-54
(
dated 4/2/71 in its entirety.

The last submittal made on-10/31/77 requested a second valve and l
the use of valve adapters on the OR-30A or OR-30B UF cylinders 6
which are a part of the packaging as authorized in 49 CFR l
173.396(b)(6).
Certificate of Compliance

l authorizing this latest request was issued on 2/7/78 and is scheduled to expire on 6/30/82.

GENERAL $ ELECTRIC Mr. Charles E. MacDonald April 30, 1982 Attachment - Page 2 Current Situation GE-Wilmington has completely eliminated all adapters from - our 30 inch cylinders and is in the process of returning to one valve cylinders.
The number of cylinders which still have two valves represents less than 9% of our inventory both onsite and at the diffusion plants.
This reduction is being accomplished by inserting a plug in the place of one of the valves in accordance with the provisions of-ANSI N14.1, Section 5.1.1.
Con 1.usion It is our assessment that current activities involving the 30A and 30B packaging are being con 6ucted by GE-WMD in compliance with 49 CFR 173.396(b)(6), which references ANSI 14.1-1971, inasmuch as:
o The valve adapter has been eliminated from use in the 30A and 30B cylinders.
o Additional valves or plugs meet ANSI 14.1 conditions.
In light of the above, we conclude that we do not appear to need to renew Certificate of Compliance

cylinders meet the existing transportation container require-ments.
