Eisenhut, NRC The purpose of this letter is to clarify our status on NUREG 0737, Item II R.T.27, Common Reference Level for Vessel Level Instrumentation, submitted to you April 20,1982. Re ference 1).

As stated in our previous correspondence (References 2 and 3 above), we are currently using level indicators and recorders with dual scales.

One is the original reference level and the other is referenced to the top of the active fue l.

We are presently in a transition period whereby the operators are becoming accustomed to the new scale markings. Our final phase of implementation will involve the deletion of all references to the old scales, procedure revisions and conducting the necessary training.

This will be completed during our upcoming refueling outage. As stated previously, we feel th at the refueling outage period is the most advantageous time for this transition because level instrumentation in the normal operating range is not used during this period and the margin for operator misjudgement is reduced.

There fore, our ' complete ' statement in Table 1 of Reference 1 referred only to modifications and not implementation.
