Alternate Safe Shutdown System - Virgil C. Sunener Nuclea Subsequent to our issuance of Supplement No. 3 to the Safety Evaluation Report (SER), our position has been further clarified regarding the need to provide direct indication of reactivity control in the form of a source range neutron flux monitor for the alternative shutdown system to meet Appendix R concerns for fire in the control complex. Refer to Supplement No. 3 to the SER, Section 9.5.1, Alternative and Dedicated Shutdown-Appendix R in which I

we included our initial evaluation.

It is our current position that you should provide a source range neutron flux monitor either at the control room evacuation panel or another location independent of the control complex as part of the alternate safe shutdown system available in the event of a control complex fire and resulting control room evacuation.

i This matter must be resolved prior to the issuance of a low-power license for the facility.
