Gentlemen:
Baltimore Gas and Electric Company hereby requests an amendment for i
Operating License DPR-69 for Calvert Cliffs Unit 2, with the submittal of the enclosed changes to the Technical Specifications.
TECHNICAL SPECIFICATION CHMIGES Chance No. 1 Change Action Statement 3.7.6.l(b) as shown on the attached marked-up page 3/4 7-17.
Discussion and Justification The Control Room ventilation system consists of a year round air condi-tioning system serving both Unit 1 and 2.
Air conditioning is required in the Control Room to regulate the temperature under which safety-related equipment must function. The ventilation system is a redundant system as required by plant Technical Specifications.
In order to provide better working conditions for the Operators during the peak temperature periods in the summer, the safety-related air conditioning system will be augmented with additional trains of air conditioning equipment consisting of three chill water coils to be installed in existing ventilation ductwork, two chill water pumps, and a 220-ton chiller unit.
Installation of this equipment, in addition, augments the capacity of the present safety-related system servicing the Control Room and Cable Spreading Room equipment.

Mr. R. A. Clark The installation and testing period for both units involved is presently projected as April 17, 1982, to July 21, 1982. To complete the above modificaticns will require relaxing Action Statement 3.7.6.1(b). The present Action Statement provides seven days of outaEe for one air conditioning unit before bringing the plant to HOT STANDBY F0DE. However, a 21-day action statement effective during the above dates would allow sufficient time for installation modifications, and testing for both Control Room air conditioning units.
In addition to the above modifications, breakers will be installed on Unit 1 to supply power to the Auxiliary Feedwater Third Train by General Electric personnel. This modification is in compliance with Three Mile Island long-term requirements.
Installation of the breakers requires deenergizing the 4 KV bus which supplies one Control Room air conditioning unit. General Electric personnel will be on-site to perform the modification while the plant is in outage conditions. The 21-day action statement effective from April 17, 1982, to July 21, 1982, will allow sufficient time during the outage for the installation of the breakers.
The modifications described in Change 1 will be coordinated such that one operable Control Room air conditioning unit will be maintained during FODES 1 through 4 for the operating unit. Projected scheduling and engineering completion dates indicate the period from April 17, 1982, to July 21, 1982, should allow sufficient time for the completion of the aforementioned modifications. However, should there be any scheduling setbacks during the outage (due to equipment or personnel unavailability, etc.) requiring an extension of the July 21, 1982, date, the NRC will be notified.
The operability of the Control Room emergency ventilation system ensures that 1) the ambient air temperature does not exceed the allowable temperature for continuous duty rating for the equipment and instrumen-tation cooled by this system and 2) the Control Room will remain habitable for operations personnel during and following all credible accident conditions. The present 7 day action statement associated with the loss of one redundant train of air conditioning equipment will be extended to 21 days by this request. The lower heat load attributable to single unit operation during the interim period for which the request shall be active reduces the demand on operable equipment. These reduced load conditions taken with the low probability of failure of the operating air conditioning equipment do not pose any additional undue risk to the health and safety of the public.
SAFETY COMMPITEE REVIEW These proposed changes to the Technical Specifications have been reviewed by our Plant Operations and Safety Review and Off-Site Safety and Review Comnittees, and they have concluded that implementation of these changes will not result in an undue risk to the health and safety of the public.
FEE DETERMINATION We have determined, pursuant to 10 CFR Part 170, Paragraph 170.22, that this Amendment request consists of a Class III amendment for Calvert Cliffs Unit 2, and, accordingly, we are including BG&E Check No. B052004 in the amount of $4,000.00 to cover the fee for this request.
