ECCS OPERATING LIMITS The Commission has issued the enclosed Amendment No. 44 to Facility Operating License No. OPR-6 for the Big Rock Point Plant. This amendment consists of changes to the Technical Specifications in response to your application dated February 25, 1980.
The amendment authorizes a change in the reactor operating limits based on a new Loss-of-Coolant-Accident (LOCA) analysis.
Our review of your proposed reactor operating limits for a single recirculation-loop operation has not been completed. The results of this review will be documented in a separate Safety Evaluation.
In discussions with your staff, we requested and have mutually agreed that operation with only one recirculation loop in excess of four hours will be prohibited until completion of the NRC staff's review of this subject. The four-hour period is to permit trouble-shooting in the event that one recirculation loop becomes inoperable.
The effect of a 45-second diesel-start time on the LOCA-ECCS analysis for Exxon fuel assemblies is discussed in Section 2.3 of the enclosed Safety Evaluation.
If GE fuel is to be used in the Big Rock Point reactor, Consumers Power Company should determine that a 45-second diesel start has no effect on the MAPLHGR values previously derived for GE fuel, and submit the analysis for NRC staff review and approval.
