OMAHA PUBLIC POWER DISTRICT'S RESPONSE TO IE INSPECTION REPORT 81-34 Violation 10 CFR 50, Appendix B, Criterion V requires that, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings."
10 CFR 50, Appendix B, Criterion III further requires, in part, that, " Measures shall be established for the identification and control of design interfaces and for coordi-nation among participating design organizations."
i Licensee Procedure G-21, Revision 10 (9/14/81), " Station Modifi-cation Control," requires, in paragraph 7.1, that, "The Modifi-cation Status Report shall be issued by Scheduling and Budgets at frequent intervals not exceeding 60 days between updated issues."
Contrary to the above, on December 16, 1981, the NRC inspector found that a Modification Status Report had not been issued since August 31, 1981, a period of approximately 106 days.
This is a Severity Level V violation (Supplement I.E.).

Response
1.
Corrective steps which have been taken to avoid further violations.
The District issued a complete, updated Modification Status Report on December 31, 1981. During the 1981 refueling outage from September 18, 1981 to December 21, 1981, the District issued the refueling status report which provided status information for all active or in progress modifications.
The refueling status report was normally issued on a weekly basis during the 1981 outage and provided information analogous to that provided in the Modification Status Report.

The District will issue future editions of the Modification Status Report according to the frequency specified in Standing Order G-21.

Date when full compliance will be achieved.
The District is presently in full compliance because the Modifi-cation Status Report was issued on December 31, 1981.
