, Volume Reduction System for Sequoyah I am writing in response to your letter to Darrell L. Eisenhut of October 14, 19ul, requesting an indication of the licensability of the Aerojet Lnergy.

Conversion Coupany (AECC) volume reduction system.

As you are aware, the Topical Report describing this system, aLCC-2-P(HP),

and the Comonwealth Edison Company (CECO) request for approval of this' volume reduction system for use at their Dyron station are presently unoer review.

The reviews.are proceeding satisfactorily and should be completed in a time f rame ahead of.the presently scheduled April 1983 coupletion of Byron, Unit No.1, construction.. A request for additional information on the plant specific aspects of 'the system was sent to Ceco on February 1,1962 and a request for additional. inforuation from AECC on the Topical Report is being

-finalized by the, staff. The fluid bed dryer portion of the system described in AECC-2-P(NP) is similar in certain respects, of course, to the fluid bed dryer systen described in Topical Report AECC-1-A, which in 1975 was approved by the NRC for referencing by applicants and/or licensees. You may be interested to' know, also, that present indications are that our review of the Newport news Industrial Corp. Topical Report EI/UN1-77-7P(hl) will be complete.in the next few months.

volume;bf. waste' for disposal. The Coatission also couaitted to take expedi-tious actiori.on_ requests for licensing approval of volume reduction systems.

Therefore,l with the assumption that a proposed system satisfies applicable NRC safety requirements, a favorable licensing climate exists for volume reduction systems,and licensees are.being encouraged to evaluate their feasibility /

applicabilit?

-In this vein, from the NRC viewpoint, no unresolvable tech-

. nical or pbin:y 1ssues have surfaced in the review of the system cescribed by AECC-2-P(hP).
