NOTICE OF VIOLATION Based on the results of an NRC inspection conducted o'n December 5-6 and 8-9, 1977, it appears that one of your activities was not conducted in full compliance with NRC regulations as indicated below.
This item is categorized as a deficiency.
1 10 CFR 70.53(a) states in part:
"Each licensee who is authorize:d to possess at any one time and location special nuclear material in a quantity totaling more than 350 grams of contained uranium-235, uranium-233, or plutonium or any combination thereof, shall complete and submit to the Conmission Material Status Reports on Form NRC-742, in accordance with printed instructions for completing the form, concerning special nuclear material received, produced, possessed, transferred, consumed, disposed of, or lost by the 1
licensee."
The Printed Instructions for completing the Form NRC-742 states, in part, the following instruction for Line 72 - Decay:
" Enter the amount of radioactive decay which occurred during the reporting I
period for Plutonium and Pu-238.
When the SNM being reported is 1
plutonium, enter the amount of radioactive decay of the isotope Pu-241 if the decay is 1 gram or more."

Contrary to the above, on December 8,1977, it was determined that the Material Status Reports submitted for the periods ending June 30,1976, March 31,1977, and September 31, 1977, were not completed f
in full accordance with the printed instructions in that the amount of radioactive decay of plutonium during these periods was not

reported on the NRC-742 Form.
