Enclosed are three (3) originals and thirty-seven (37) copies of proposed Change Request No. 68 of the Beaver Valley Power Station, Unit No. 1 Technica l Specifica tions, Appendix A. Figures 3.4-2 and 3.4-3 are updated Reactor Coolant System (RCS) heatup and cooldown curves. The BASES have been revised to describe the method of calculation for the a bove cu rve s . Section 4.6.2.b revised the delayed start and tolerance times for the Recirculation Spray (RS) pumps.

Sa fe t y Eva l ua t ion The purpose for this Change Request is to update Figures 3.4-2 and 3.4-3 and the BASES for the RCS heatup and cooldown curves in accordance with the test results obtained from the Reactor Vessel Irradiation Specimen Test Report (WCAP 9860) as submitted by letter dated October 15, L981. The l RS pump delayed start and tolerance times have been changed to reflect our l present analysis for the RS pump startup transient and reflect a more restric-tive t ime r to le rance .

The OSC and ORC have reviewed this proposed change to the Technical Specifications and have determined that there are no unreviewed safety irplications associated with this change, and that this change does not constitute an unreviewed safety quesiton.

l We have determined this to be a Class III change request, and a check for $4,000.00 will be submit ted under separate cover in accordance with 10CFR 170.22.
