Gentlemen:
This mfers to the inspections conducted by W. G. Hubacek, STP Transition
Coordinator, and other members of our staff during January 1982, of activities
authorized by NRC Construction Permits CPPR-128 and CPPR-129, for the South
Texas Project. Units 1 and 2.
This inspection specifically covers activities
related to the transfer of architect / engineering responsibilities, the
preparation for transfer of construction responsibilities to a yet unnamed
constructor, and the plans for resolution of the findings contained in the
mport on " Design Review of Brown and Root Engineering Work for the South
Texas Project." conducted by the Quadrex Corporation. This report includes
inspection and meeting activities at the South Texas Project and at the HL&P
Corporate Field Office.

The areas examined during this inspection period am discussed in the enclosed
inspection report. Within these areas, the inspection consisted of selective
examination of records, interviews with personnel, and review of plans, programs
and schedules.
During this inspection it was found that certain of your activities were not
conducted in full compliance with NRC requirements. Consequently, you are
required to respond to this matter, in writing, in accordance with the provisions
of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations. Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
Two new unresolved items were identified in Details, Section 3, paragraphs 4
and 5, of this mport.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures

will be placed in the NRC Public Document Room unless you notify this office,
by telephone, within 10 days of the date of this letter and submit written
application to withhold infomation contained therein within 30 days of the
date of this letter. Such application must be consistent with the requirements
