1 Operating License Condition 2.D(3)(e) and Unit No.

2 Operating License Condition 2.C, the Virginia Electric and Power Company hereby notifies the Nucient Regulatory Commission that a design change is being impicmented to upgrade the Liquid Waste Mobile Demineralizer System.

The upgrade of the Liquid Waste Mobile Demineralizer System requires notification to the NRC because this design change affects the normal operation of equipment that controls the amount of radioactivity in effluents.

The upgrade of the Liquid Waste Mobile Demineralizer System will not affect the amount of radioactivity in the effluents at the North Anna Power Station.

The reason for this upgrade is to meet the requirements for Chem-Nuclear's Byproduct Material License.

Chem-Nuclear's Byproduct Material License has become more restrictive in the amount of moisture content allowed in radioactive wastes.

Existing disposable liners utilized in the demineralizer/ filter vessels are designed for dewatering to less than 1% free standing water.

The design change provides for the replacement of the existing demineralizer/ filter vessel with two types of pressurized dcmineralizer/ filter vessels designed, fabricated and tested in accordance with ASME VIII.

Both vessels are designed for devatering to less than 0.5%

free standing water to meet Chem-Nuclear's license requirements.

New pressurized demineralizer/ filter vessels are to be put in the existing Ion Exchange Filtration System and this does not constitute an unreviewed safety question.

The design change allows continued processing of the North Anna Power Stations liquid radioactive waste.

This design change does not affect the Technical Specifications because the Technical Specifications do not address the liquid waste processing system. The design change does affect the FSAR in section 11.2.2.2 and a revision will be required in accordance with 10 CFR 50.71.
