UNITED STATES NUCLEAR REGULATORY C0f711SSION DOCKET NO. 50-298 NEBRASKA PUBLIC POWER DISTRICT NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No.

78'to Facility Operating License No. DPR-46, issued to Hebraska Public Power District (the licensee), which revised the Technical Specifica-tions for operation of the Cooper Nuclear Station, located in Nemaha County,

Nebraska.

The amendment is effective as of its date of issuance.

The amendment modifies the Technical Specifications to extend the Maximum Average Planar Linear Heat Generation Rate limits for the 7x7 (types 2 and 3) and the 8x8 (types 8D250, 8D274L, P80RB265L, 8DRB283, and P8DRB283) fuel assemblies for exposure values beyond the 30,000 megawatt days per short ton of uranium currently in the Technical Specifications to 40,000 megawatt days per short ton.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Comission has made ap'propriate I

findings as required by the Act and the Commission's rules, and regulations in 10 CFR Chapter I, which are set forth in the license amendment.

Prior -

public notice of this amendment was,not required since the amcndment does not involve a significant hazards consideration.

The Comission has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 351.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with ittiranea a* this amendment.
