We have reviewed the February 11, 1982 submittal from Commonwealth Edison regarding the independent design review to be conducted for La Salle by your contractor the Teledyne Engineering Services (TES). As a result of this review, we have the following comments:

1.

The NRC Staff approves Teledyne Engineering Services to ba the independent contractor to perform the independent design review for La Salle; 2.

The tasks proposed by TES are acceptable except that two review items as specified in our Supplement No. 2 to the Safety Evaluation Report (SSER-2) do not appear to be addressed.

These two items which should be included in the TES review are; The design verification records (item 3, page 17-3 of SSER-2),

a.

and b.

A determination of the adequacy and implementation of the design for the La Salle County Stat ton Unit 1 based on all the above (item 9, page 17-4 of SSER-2);

3.

The composition and function (s) of the 10 CFR Par t 21 committee (Sections 3.10 and 4.3 of the TES Technical Proposal) should be given; 4.

J.H. Malonson and D. Messinger have their resumed included in Section 7 of the TES Technical Proposal where they are shown as Project Quality Assurance Specialists. To whom do these individuals l

The TES program proposes to provide two reports, initial status report and a final report. The initial status report will provide details of any findings which have been through the entire review process at that time, and the final report will contain all findings which have been processed through the project review internal committee. There is no mention of the documentation of reports filed by TES reviewers as items arise, nor is there any mention of the documentation of how each item is systematically resolved.

We feel that documentation of all detail reviews should be available to provide a more accurate audit trail.
