April 2,1982 Docket No. 50-245 I

LS05-82-04-004 Mr. W. G. Counsil, Vice President Nuclear Engineering and Operations Northeast Nuclear Energy Company Post Office Box 270 Hartford, Connqcticut 0616;I

Dear Mr. Counsil:

r-

SUBJECT:

MILLSTONESTATIONlfNiTl,-FIRE'PR0TECTION The Commis'sion has issued the enclosed Amendment No. 83 to Provisional Operating License No. DPR-21 for Millsto'ne Nuclear Power Station, Unit 1.

'The amendment consists of changes to the Technical Specifications in response to your application dated March 9, 1982.

The amendment incorporate's limiting conditions for operation and sur-veillance requirements for the fire protection modifications implemented in accordance with our Fire Protection Safety Evaluation Report (FPSER)

(License Amendment No. 53) dated September 26, 1978.

We have reviewed your proposed Technical Specification changes and con-clude that the revisions are in accordance with our FPSER and are con-sistent with the fire protection requirements contained in the BWR Standard Technical Specifications. These modifications represent an-increased effectiveness of the Fire Protection System for Millstone Station Unit 1.

On this basis, we find the proposed technical specifi-cation changes acceptable.

We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this

' determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and, M rsuant to 10 CFR 551.5(d)(4), that an environmental impact state-ment, or negative declaration and environmental impact appraisal need not be prepared in connection with the issuance of this amendment.

1 fir. H. G. Counsil April 2,1982 We have concluded, based on the considerations discussed above, including the considerations discussed in the FPSER dated September 26, 1978, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment i

does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by this action, and (3) such activities will be conducted in conpliance with the Comnission's regulations and the issuance of this amendment will not be inimical to the common defense and security cr to the health and safety of the public.

Sincerely.
