Letter from J. Goldberg to R. Tedesco dated March 9,1982 transmitting Revision 3 to the QA Program for the South Texas Project The NRC staff has reviewed the above referenced document in conjunction with earlier QA program submittals.

Based on this review of the Houston Lighting and Power, Bechtel, and Ebasco QA programs, we conclude that the programs comply with the requirements of Appendix B to 10 CFR Part 50. Therefore, the QA

program is acceptable for the' remaining design and construction activities at the South Texas Project. ;
