It appears at this time that criticality will be achieved for Unit No. 2 at about mid-May, 1982.

Applicants present schedule indicates it will be ready to commence power escalation from the currently authorized 5% level in early June, 1982. To achieve that objective, the Atomic Safety and Licensing Board must issue a favorable Initial Decision on the remaining emergency preparedness issues and authorize issuance of a full term operating license. Current NRC regulation, 10 CFR S 2.764 requires full Commission review before such Initial Decision may become effective.

Applicants are hopeful that the Initial Decision on the emergency preparedness issues will be iss'ued by mid-April so that the requisite NRC Staff and Commission review can be accomplished in a timely manner and operation of Unit No. 2 not be delayed.
