Dear Sir:
In response to the violation, which you reported in Reference (b), PSNH offers the following:
NRC Notice of Violation:
(443/81-14-01 and 444/81-11-01) 10 CFR 50, Appendix B, Criterion III states, in part that,
" Design changes shall be subject to design control measures commensurate with those applied to the original design.
." These measures shall assure that regulatory requirements and the design bases "are correctly translated into specifications, drawings, procedures, and instructions."
The Seabrook Station PSAR for Units 1 and 2 states, in part, in Paragraph 17.1.3 that, "Each organization performing design activities for items covered by this program shall maintain design control measures.
The measures shall consist of procedures.
UE&C Specification 248-51 states, in part, in Paragraph 3. 5. 7.1 that,
"All shall be located with respect to the as-built location of the ha ng e rs.
installed piping.
taking into considerat f orr the variat ion necessary to accomodate thermal growth."
Contra ry to the above, as of November 27, 1981, modifications to pipe haager M/S-1812-SG-08 (Unit 1) and M/S-2-1812-SG-08 unit 2) had been accomplished in accordance with a design change (Engineering Change Approval, ECA 25/0665A) which did not take into engineering consideration the thermal growth of the supported piping and which therefore provided the potential, in service, for adverse impact upon branch piping connections, leading to a loss of service water coolant.

UE6C has been directed by YAEC to perform an ii.-dep:;h study of component separation and promulgate separation criteria for site cont ractor application. YAEC will keep the FRC Senior Resident Inspector appraised regarding progress of this study.
YAEC will include this study in its future verifications items system to assure that the study is completed and results disseminated.
