Dear Mr. Stolz:

In compliance with NUREG-0737, item II.K.2.9, " Failure Mode Effects Analysis of Integrated Control System," Florida Power Corportaion (FPC) confirmed the applicability of B&W Report B AW-1564, " Integrated Control System Reliability Analysis" to Crystal River Unit 3 (letter dated August 31, 1979). FPC also submitted a plan for implementation of the report recommendations (letter dated November 23, 1979) in response to an NRC request for additional information (letter dated November 7,1975).

The plan called for installation of a static transfer switch for transfe of ICS input power to an alternate source upon ICS power feed failure. The installation of the static transfer switch was completed by August,1980.

Also implemented was a study of the main feedwater pump turbine governor oil system.

Past problems causing runback to minimum speed of the pump turbine were believed to be due to dirty governor oil. Evaluation of the governor oil system and corrective actions have improved the reliability of the main feedwater pump. However, additional efforts are being pursued to preclude all runbacks.
