20555 BRUNSWICK STEAM ELECTRIC PLANT, UNIT NO. 2 DOCKET NO. 50-324 LICENSE NO. DPR-62 EXTENSION OF PLANAR AVERAGE EXPOSURE FOR 7x7 FUEL BUNDLES

Dear Mr. Vassallo:

On March 15, 1982, computer surveillance indicated that several nodal exposures on 7x7 types 2 and 3 fuel bundles were approaching the 30,000 mwd /t end point identified in the Brunswick Unit No. 2 Technical Specification 3.2.1, Figures 3 2.1-1 and 3 2.1-2.

As a result, the computer was re-programmed in accordance with General Electric NEDO-24053, Revision 1, dated October 1980 for Brunswick Unit No. 2, cycle 4.

A copy of this document is attached, and it provides data to extend the average planar exposure end point from 30,000 mwd /t to 40,000 mwd /t.

At no time were the limits of the Technical Specifications or the NEDO document exceeded.

All of the affected 7x7 fuel bundles are scheduled to be removed from the core during the upcoming refueling outage scheduled to comtence on April 24, 1982. Based on the analysis performed for the NEDO document, the minimal exposure remaining in the affected 7x7 fuel bundles, and the short time period until shutdown for refueling, the health and safety of the public is not compromised. In addition, Carolina Power & Light Company (CP&L) will continue to maintain the affected fuel bundles within the limits specified by the NEDO document until the unit is shut down for :efueling.

Since this is not a safety concern and there is only a short time remaining until unit shutdown when the bundles will be discharged, CP&L does not plan to request revisions to Technical Specifications.
