N Illinois Power Company (IP) on behalf of itself, and as agent for Soyland Power Cooperative, Inc. and Western Illinois Power Cooperative, Inc., under date of August 31, 1981, requested a two-year extension of the expiration date of the Construction Permit (CP) for the Clinton Power Station Unit 1 (CPS-1). In that request IP sought to have the latest date for completion as specified in Construction Permit No. CPPR-137 extended from October 1, 1981 to October 1, 1983. The reasons for the requested extension, which remain valid today, were set forth in the August 31, 1981 request.

In addition to the extension of the CP, the August 31, 1981 request sought modifications of certain require-ments included in the CP which had been imposed on CPS-1 by other agencies having jurisdiction over it. Since the issuance of the CP in 1976 a number of these require-ments have been changed by these other agencies and one aspect of the requested modifications was to conform the CP to these changed requirements. Another aspect of the requested modifications was to conform certain monitoring requirements to those proposed in the amended Environmental Report and agreed to by the NRC staff. The reasons for and scope of these modifications remain as stated in the August 31, 1981 request.

-IP understands, however, that the requirements to review, process and act upon an extension request and on the requested modifications to the CP are appreciably different. Because of these differences, because the factual bases for the extension and the factual bases for the modifications - are unrelated and were combined only as a matter of convenience to IP and on an assumed adminis-trative convenience for the NRC, and because the CP has now expired, although the CP had not expired at the time the combined requests were made, IP on behalf of itself and as agent as stated above, hereby amends its August 31, 1981 request to separate the requested extension and the requested modifications and asks that they be reviewed, processed and acted upon as two separate and distinct requests. The reasons for each such request remain as stated in the August 31, 1981 request and IP urges the NRC to act as expeditiously as practical on each separate request.
