Dear Mr. Keppler:

This letter serves as an Interim Report pursuant to 10CFR50.55(e) concerning identification and traceability of installed safety-related valves.

Initial notification concerning our evaluation of this problem was made on March 4, 1982, to Mr. J. E. Konklin of your office by Mr. R. L. Vondrasek of The Cleveland Electric Illuminating Company (CEI).

This report contains a description of the deficiency, corrective action ccmpleted to date, and the planned method for completion of evaluation.

Description of Deficiency Effective measures had not been established or implemented to provide assurance that valves are totally traceable by Master Parts List Number, Bill of Material Number or Serial Number from fabrication to final installation.

Corrective Action Completed To Date Issuance of safety-related valves to the field was stopped February 24, 1982.

l Applicable procedures for identification and traceability of components were reviewed and necessary revisions were made.

Provisions were made to adequately address the control of material issued to the f! eld.

The contractor's Quality Assurance Program was revised to assure componect identification and traceability to a unique document package through ins tal la t ion.

Issuance of valves to the contractor was resumed March 18, 1982.

Method Planned for Completion of Evaluation An investigation is being performed by Cleveland Electric Illuminating Company to identify all safety-related valves presently installed or released for installa tion c.t the Perry Site. This investigation will be completed by June 1, 1982.

I Mr. James G. Keppler March 25, 1982 Preliminary results indicate approximately fifty safety-related valves require additional investigation to ensure required identification and traceability.

The scope of the investigation i'volves approximately 1,850 valves.

Upon completion of our investigation and any additional corrective action determined to be necessary, we will subnit our final report on this subject.

This submittal is precently scheduled for July 30, 1982.
