STAFF TESTIMONY ON RANCHO SECO ASLAB MEMORANDUM AND ORDER DATED MARCH 8, 1982 - HPI N0ZZLES Enclosed is testimony from Mark L. Padovan in response to the Rancho Seco ASLAB Memorandum and Order dated March 8,1982. This testimony addresses the Board's concerns about themal cycling of HPI nozzles, and supplements:

_l) his previous testinony dated December 11, 1981 and January 6,1982 and

2) Jonn F. Stolz's testimony dated February 25, 1982.

Previous testimony on the above subject was concerned with the effects of thermal cycling on the HPI nozzles due to HPI actuations. As a result of noz:le cracking discovered at Crystal River-3 in early February 1982 and at Oconee 2 and 3 in early March 1982, it appears that thermal cycling due to nakeup flow may have a nore significant impact on the HPI/nakeup nozzles that thermal cycling f rom HPI actuation.

Following meetings held with the B&W licensee in March 1982, all operating B &,: plants will have scheduled shutdowns during which the licensee will inspect all HPI nozzles. At this time, Rancho Seco is scheduled for shutdown on April 2,1982.

All other B&W plants have conducted or'are' conducting nozzle inspections. A summary of the results of the nozzle inspections at Oconee, Three Mile Island-l and Crystal River-3 can be found in the meeting minutes enclosed with Mark Padovan's testimony.

Plans for inspections of Davis-Besse 1, Rancho Seco and Arkansas Nuclear One are also provided in the meeting notes.

The staff is continuing to follow this problem and the D&W Owners have established a task group to oversee followup action.

This group has been requested to expeditiously prepare plans to evaluate the cause of the cracking problem and develop long term solutions to prevent recurrence.
