Subject: Inspection 50-289/82-01
This refers to the routine safety inspection conducted by Mr. D. Haverkamp
of this office on January 6 - February 17, 1982, of activities authorized
by flRC License DPR-50 and to the discussions of our findings held by
Mr. llaverkamp with you and other members of the GPU Huclear staff at the
conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region i
Inspection Report which is enclosed with this letter. Within these
areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations
by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements,
as set forth in the Notice of Violation, enclosed herewith as Appendix A.
These items of noncompliance have been categorized into the levels
described in the Federal Register Notice (45 FR 66754) dated October 7,1980.
You are required to respond to this letter and in preparing your response,
you should follow the instructions in Appendix A.
The response directed by
this Notice is not subject to the clearance procedures of the Office of
Management and Budget as required by the Papenvork Reduction Act of 1980,
PL 96 511.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures
will be placed in the fiRC Public Document Room unless you notify this
office, by telephone, within 10 days of the date of this letter and
submit written application to withhold information contained therein
within 30 days of the date of this letter. Such application must be
consistent with the requirements of 2.790(b)(1).

of your intent to request withholding, or any request for an extension
