U I wish to take this opportunity to recognize the extraordinary efforts taken by your utility to meet the Commission's February 1, 1982, deadline for installation and testing of your prompt notification system.

As you know, you failed to meet the original Commission deadline of July 1, 1981, and even the Commission's extension to February 1,1982 represented a difficult task for you in installing the system.

It was only through direct management involvement and unusual diligence under extreme weather conditions that the Commission's requirements were met.

In my view, this effort has resulted in an increased margin of public health and safety and an improved level of emergency preparedness.
