SEMI!!AR ON IN SITU URANIUM MINING s

s This refers to the memorandum of R. G. Ryan, Director, Office of State Programs, to Sheldon Meyers, former Director of the Division of Fuel Cycle and Haterial Safety, suggesting a workshop or seminar on in situ uranium mining. The purpose would be to examine and discuss the regulatory aspects of this developing technology and would invcive personnel of interested agencies from both Agreement States and non-Agreement States as well as HRC personnel. Mr. Ryan's reno indicates that the seminar would be co-sponsored by the Office of State Programs and the Texas Radiation Control Program early in 1979.

We are willing to participate in this seminar and discuss with state representatives our licensing program as applied to in situ uranium mining. Because of our workload we would suggest that the seminar be held no earlier than February or March of next year. However, we have some question on the need for a three and one-half day session as suggested by Texas.

It appears to us that the topics could be covered in two days plus the proposed site visit. The time required, of course, is dependent upon the expected number of participants.

It is our understanding that the seminar is intended for state personnel who are or expect to be engaged in reviewing proposals for in situ uranium leaching. However, when the plans for such a seminar become known, we would expect considerable interest and requests for i

attendance by industry representatives. To promote free interchange of infomation.between agency personnel, we believe such attendance should be discouraged. EPA representatives should be invited.

2 should be aware that the primary issues for in situ leaching involve environmental water quality aspects related to the below-ground chemical dissolution process. Radiation safety aspects are conventional and relatively minimal as compared with uranium milling. Thus, we would expect that many of the state attendees would be water quality specialists. Accordingly, to assist us in discussions at the work-shop, we will probably ask one or more of our consultants to attend l
