This refers to the routine inspection conducted by Mr. D. L. Andrews of this

office on October 21-22, 1981, of activities authorized by NRC Operating License

No. DPR-57 and License No. NPF-5 for the Hatch facility and to the discussion of

our findings held with Mr. J. T. Beckham, Jr., Vice President and General

l

Manager - Nuclear Generation,at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

Within the scope of this inspection, no violations or deviations were disclosed.

Deficiencies identified during the inspection were discussed during a telephone

conversation on November 2,1981, between Mr. J. T. Beckham, Jr., of your staff

and Mr. R. C. Lewis of this office; these items were addressed in our letter

to you of November 3,1981. Other areas that you should also evaluate and

consider for improvement of your emergency preparedness program are addressed

in the body of the enclosed report.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)

will be placed in the NRC's Public Document Room unless you notify this office,

by telephone, within ten days of the date of this letter and submit written

,

application to withhold information contained therein within thirty days of the

i

date of this letter. Such application must be consistent with the requirements

of2.790(b)(1).
