Therefore, the staff has not determined if a Pilot Monitoring Review of Selected Emergency Operating Procedures is in accordance with SMI Action Plan Item I. C.

Response

CEI will prepare emergency operating instruction in accordance with generic Emergency Procedure Guidelines for Boiling Water Reactors developed by General Electric and the BWR Owners Group.

In addition, the Owners Group is currently developing a set of Reactivity Control Guidelines, which will address the procedure for mitigating A'NS.

DSER Item PTRB-3 In accordance with IUREG-0737, Item I. c. 7, NSSS-vendor review of low power testin6, power ascension and amergency operating procedures is necessary to further verify adequacy of the procedures. To date the applicant has not committed-

- to a satisfactory review of the procedures by the NSSS vendor, General Electric Corporation prior-to implementation of these procedures. The staff will confirm.this review is completed prior to issuance of an operating license. -
