APPENDIX A NOTICE OF VIOLATION University of Kansas Docket: 50-148 Based on the results of an NRC inspection conducted during the period of January 18-20, 1982, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), it appears that certain of your activities were not conducted in full compliance with your Reactor License No. R-78 and NRC regulations as indicated below:
Technical Specification J.3 states:
"3.
Nuclear Reactor Committee shall review and approve written proce-dures for:
a.
Testing and calibration of... area radiation monitors."
Contrary to the above, on January 20, 1982, the NRC inspector determined that the procedure currently used for the calibration of area monitors,
" Calibration of Jordan Area Monitors," dated October 31, 1980, had not been reviewed and approved by the Nuclear Reactor Committee.
This is a violation Severity Level V.

Pursuant to the provisions of 10 CFR Part 2.201, University of Kansas is hereby required to subnit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) the cor-rective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation. Consideration may be given to extending your response time for good cause shown.
