This refers to the inspection conducted by Mr. G. L. P is office
on January 18-20, 1982, of activities authorized by NRC OW. J:,
cense R-78 for the Bendix Pool Reactor at the University of Kansas and to the discussion of our findings held with Dr. Russell B. Mesler of your staff at the conclusion of the inspection.
Areas examined during the inspection and our findings are discussed in the enclosed inspection report. Within these areas, the inspection consisted of selective examination of procedures and repmsentative mcords, interviews with personnel, and observations by the inspector.
During this inspection, it was found that certain of your activities were not conducted in full compliance with NRC requirements. Consequently, you are required to respond to this matter, in writing, in accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice " Part 2

Title 10. Code of Federal Regulations.' Your response shall be based on the

specifics contained in the Notices of Violation attached to this letter.
In accordance with 10 CFR 2.790 of the Commission's mgulations, a copy of this letter and the enclosed inspection report, except for Appendix B and Attachment A which contain information identified as 10 CFR 2.790(d), will be placed in the NRC's Public Document Room.
If this report contains any infor-mation that you believe to be ' exempt from disclosure under 10 CFR 9.5(a)(4),
l It is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a reques_t for withholding; l
and (b) submit within 25 days from the date of this letter a written application to this office to withhold such information.
If your receipt of this letter has
