This is a request under tho Froodon of Information Act 2s anended (5 U.S.C. 522) for a copy of a certain report or reports or other writtan but unpublished notes or connunications, which resulted from a Government Acounting Offico (GIO) audit of the Diablo Canyon nuclear purer plant which was conducted betwoon 11ay 30 and June 10, 1977.

Janos Hatcher of the GA0 during the uoog of Sept.28,1981, lir Hatcher indicated that the G10 audit conducted during May 30 to Juno 10,1977 resulted in a sorios of connunications fron GAO to the Nuclear Regulatory Connission (TC), of which the NRC now has posession of. It is this series of connunications, reports, notes or other written connunication which no request.
For additional clarification of tho natorial requested, enclosed is a copy of the relevant portion of an NRC inspection report dated Aug.23,1977, uhich docunents the specific GAO audit requested.
The amended FOI Act providos for a waiver or reductic., of production fees if it "is in the public interest becauso furnishing the infornation can bo considered as prinarily bonofitting the public." Uo believo this request clearly fits that category because the infornation roquested pertains tc the adequacy of cortain URC inspection procedures and practicos at the Diablo Canyon nuclear power plant which c. auld have significant impact upon the health and safety of the public surrounding that facility, if not the public surrounding all the nuclear facilitics inspected by the USC.

Areas examined during this investigation dealt with safety concerr.s l

in specific allegations regarding workr.anship which were likewise examined during the investigation.

Based on the results of this investigation, it appears that one of your activities was not conducted in full ccmpliance with flRC requirements, as set forth~in the flotice of Violation, enclosed herewith as Appendix A.
This item of noncompliance has been categorized into a level as described in our correspondence to all flRC licensees dated December 31, 1974.
