ATl10 SPHERIC DUMP VALVE C0ffTROL AflD OVERRIDE CIRCUITRY Our August 15, 1980 letter identified a situation;at Rancho Seco where failure of the power supply to the non-nuclear instrumentation (titlI) or the integrated control system (ICS) can result in automatic opening of the atmospheric dump valves (ADVs). The ADVs would open to the 50% open position without valve position indicating available in the control room. This anomaly could significantly aggravate an overcooling transient.

In your October 6,1980 letter you proposed corrective actions which l

would be part of your auxiliary feedwater syston (AFWS) upgrade. You also committed to submit the dump valve control and overrido re-design to us by October 15, 1980 He received your flovember 17,1980 AFils design submittal but we were not able to find the ADV information.

After numerous discussions with your staff to obtain the requested information, we expected the ADV information to be included in your September 8,1981 revised ARIS sulxnittal. We are still unable to locate this information.

Accordingly, please give us the following information within 15 days of receipt of this letter.

1) Electrical schematic, elementary diagrams and any other drawings that show the proposed ADV system.

In particular we need drawings that show the control of valve position, all power sources to the controlling mechanisms, and drawings of any other electrical systems that could cause failure of the ADVs.
