The referenced letters transmitted our application for a special nuclear material license for our Callaway Plant Unit 1.

In a conversation between Mr.

B.

L. Serini (NRC) and Mr.

D.

E.

Shafer (UE) on February ll, 1982, Mr. Serini indicated that a maximum Keff of.98 had been confirmed by his calculations for our new fuel racks and he would be able to complete the portion of the safety evaluation report concerning these racks.

This letter serves to document the conversation of Feb. 11 and also to close o~ut Mr. Serini's letter of January 8, 1982 to Union Electric in which additional information on the new fuel racks was requested.

In earlier conversations destinghouse (our new fuel rack supplier) and NRC (Uranium Fuel Licensing Branch) had disagreed on the credibility of achieving certain moderator densities in which the maximum Keff may have been greater than.98.

Since this is not a problem with the Callaway new fuel racks, we have asked Westinghouse to pursue this matter on a generic basis with the NRC versus on the Callaway docket.
