Request for Approval to Move UF6 Cylinders Without Valve Covers in Place, SNM 1107, Docket 70-1151 License Condition Number 36 of SNM 1107 requires that "only the UF6 cylinders that have been processed and evacuated may be moved without valve covers in place".

We have recently received thirteen (13) non-Westinghouse UF6 cylinders from DOE which do not have the capability of attaching the standard valve covers.

We therefore request a special exemption from License Condition Number 36 for these cylinders, authorizing their movement from the UF6 cylinder storage pad to the Manufacturing Building and placement in the vaporizers.

Once the cylinders are processed and evacuated, valve covers are not required.

The following controls will be exercised during the transfers:

1.

A supervisor or his designee shall accompany the cylinders during any transfers or movements (in addition to the individual operating the transfer equipment) to assure that appNpriate precautions are taken and to respond to any unusual tccurrence.

2.

Personnel involved in the transfers shall be reinstructed in emergency actions to be taken in the event that a cylinder valve is damaged during the transfers.

In the unlikely event that a cylinder valve should be damageo during a transfer, the radiological consequences will be minimal for the following reasons:

1) the cylinders are maintained at a slight negative pressure with respect to the atmosphere, 2) UF6 is a solid at the ambient temperatures which will be experienced, and 3) timely actions by the escorts will assure that any openings to the astmosphere are quickly sealed.
