BIG ROCK POINT - INSERVICE INSPECTION (A-01)
The NRC staff has initiated a substantial effort to bring current its approvals of inservice inspection relief requests. The purpose'of this letter is to ensure that the information we are supplying to our contractors for review is current and reflects the latest requirements for your facility.
For Big Rock Point our review will include your following previous submittals:
Letter from Sewell to NRC, dated May 19, 1976, response to NRC guidance letter; Letter from Skibitsky to Ziemann (NRC), dated April 7,1978, requested extension of internal inspection; j,
Letter from Bixel to Davis (NRC), dated July 27, 1978, Technical Specification change request; Letter from Bixel to Ziemann (NRC), dated December 22, 1978, ISI plan and relief request; Letter from Bixel to Ziemann (NP.C), dated July 25, 1979, change in code basis; Letter from Consumers Power Company. to NRC, dated October 14, 1979, relief request; Letter from Withrow to Crutchfield (NRC), dated October -15,1980, code requirements; Letter from Hoffman to Crutchfield (NRC), dated November 17, 1980, relief request revision; Letter from Withrow to Keppler (NRC), April 13, 1981, special report.

Any earlier su'nittals on the subject of the IS! Program will be considered 4
obsolete. However, please review the list of submittals above to ensure that it is complete. 1.1kewise, if there are any additional requests for relief that should be considered for the proposed inspection interval, please submit these requests,within 30 days.
Based dn these submittals, the proposed inspection interval for this unit is April 1,1979 to June 1,198?. We will be conducting the review against the requirenents of the 1974 edition of Section XI of the ASME Code up to and i
including the S-75 Addenda and the S-78 Adder.da to the 1977 edition.
Plote that such requests should deal with only the inservice inspection of pressure-bharing conponents including supports and with systen pressure tests. The inservice testing of pumps and valves is being treated separately and you will receive information regarding it by separate correspondence.
l Your requests should include both exempted conponents under the terns of the code as well as relief from the requirenents of the code in accordance with Paragraph q of 10 CFR 50.55a. Also please advise when you are using later code versions than the S-75 Addenda to the 1974 Edition or the S-78 Adder.da to the 1978 Edition Addenda (per Iten (g)(4)(iv) of 10 CFR 50.55a) for certain exaninations, particularly how you are meeting "all related require-l c'ents" from the same version.
Because your previous subnittals generally seen to follow the appropriate guidelines, we are proceeding with the review. Early in that review, we may be contacting you for additional information. To expedite the review, please advise your assigned project nanager, Richard Emch, verbally as soon as possible (within 10 days) as to submittals we should be reviewing or other requests for relief that are forthconing.
