Dear Dr. f'essler:
By letter dated September 15, 1981 as revised by letter dated October 5,1981 you subnitted a revision of the University of Kansas physical Security Plan for your Tank-type reactor, License No. R-78.
He have reviewed the subnittal and have concluded that the revision meets the requirenents of 10 CFR 73.67 for the protection of special nuclear material of moderate strategic significance.
Since the current MRC-approved physical security plan should properly be reflected in the license authorization for your fccility, we are herewith issuing Anendrent P!o.12 to Facility License No. R-78 which identifies your currently approved physical securitv plan.
Changes which would not decrease the effectiveness of your approved physical security plan nay be nade without prior approval by the Coenission pursuant to the authority of 10 CFR 50.54(p). Changes which do require prior fiRC approval should be sabnitted and identified as license anendment requests.
Based on the fact that this license anendment applies to the physical security plan and incorporates into the license the latest requirements of your updated physical security plan, we have concluded that:
(1) the amendnent does not involve a significant increase in the probability or consequence of accidents previously considered, does not involve a significant decrease in a safety nargin, and, therefore, does not involve a significant hazards consider-ation;

there is reasonable assurance that the health and safety of thn public will not be endangered by this action; and (3) such activities will be conducted in compliance with the Connission's regulations and the issuance of this e tendrent will not be ininical to the corean defense and security or to the health and safety of the public.

swr c-We have determined that this amendment will not re:, ult in any significant environmental inpact and that it does not constitute a najor Connission action significantly affecting the quality of the human environnent.
He have also deternined that this action is not one of those covered by 10 CF9 51.5(a) or (b). Havinq made these determinations, we have further concluded that, pursuant to 10 CFR 51.5(d)(4), an environmental impact statement and negative declaration need not he prepared in connection with issuance of this amendment.
The docu ients comprising the currently approved physical security plan for the University of Kansas reactor and our evaluation findings have been placed in the Conmission's files. Pursuant to 10 CFR 2.790(d), this infomation is beinq withheld from public disclosure.
It is required that this physical security pir.n be impicnented within 30 days from the date of issuance of this anendtent.
