EXTENSION OF SURVEILLANCE FREQUENCY REQUIRDIENTS

Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests a revision to the Operating License for Brunswick Steam Elec-tric Plant, Unit No. 2. The revision, which supplements our license amendment request of February 3, 1982, provides a slight extension of the end-date for performing a Surveillance Requirement required by l Technical Specifications (TS). Brunswick-2 must be shutdown in order to complete this item.

DISCUSSION Further review of upcoming surveillances and tests coming due l for Brunswick-2 has indicated an additional Technical Specification item (Specification 4.3.2.3; Table 3.3.2-3, item 1.a.1) which has not yet been performed. Accordingly, CP&L hereby revises Enclosures 1, lA, and 3 of our February 3, 1982 license amendment application to include this item in our request for a "one-time" extension of the requirements of Specification 4.0.2.a. A discussion of the supplemental revision to our February 3,1982 submittal is provided in Enclosure 4.

ENCLOSURE 3 BRUNSWICK STEAM ELECTRIC PLANT UNIT NO. 2 PROPOSED OPERATING LICENSE CONDITION Operating License Paragraph 2.C. (2):

(2) Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. , are hereby incorporated in the license. The licensee shall operate the facility in accordance l with the Technical Specifications.

1 (a) The end of the current surveillance period for the surveil-lance requirements listed below may be extended beyond the time limit specified by Technical Specification 4.0.2a. After May 1, 1982, the plant shall not be operated in modes 1, 2, l or 3 until the surveillance requirements listed below have been completed. Upon accomplishment of the surveillances, the provisions of Technical Specification 4.0.2.a shall apply.

O ENCLOSURE 4 DISCUSSION OF SUPPLEMENT TO LICENSE AMENDMENT REQUEST -

EXTENSION OF SURVEILLANCE FREQUENCY REQUIREMENTS BRUNSWICK STEAM ELECTRIC PLANT UNIT No. 2 As stated in our February 3, 1982 submittal, recent system load requirements will necessitate maintaining Brunswick-2 in service until its refueling outage scheduled to begin prior to May 1, 1982.

Further review of upcoming surveillances and tests coming due for Bruns-wick-2 has indicated an additional Technical Specification (TS) item for which a "one-time" extension to the requirements of Specification 4.0.2.a is needed. This additional TS item was not' included in our February 3, 1982 submittal.

Accordingly, a "one-time" extension of the interval for per-forming the surveillance required by TS 4.3.2.3, Table 3.3.2-3, item 1.a.1 and its associated Periodic Test PT 45.2.7 is requested. Due to the extent of previous in-cycle maintenance outages on the Brunswick units, this TS item has not been performed. Completion of this item requires that Brunswick-2 be shut down. The extension requested for this item is 35 days, which is six percent of .the original surveillance interval.

The small delay in performing this test will not affect the capability of the associated systems; indeed, the successful history of previous tests performed provides assurance that the probability of failure of this system will not increase.

As a result of this request for a "one-time" extension of the surveillance interval for the additional TS item referenced above, revisions are required for Enclosures 1, lA, and 3 of our February 3, 1982 license amendment application. Accordingly, revised versions of Enclosures 1, lA and 3 are provided herein. The changes to the enclosures are indicated by vertical lines in the right-hand margins. In addition, Enclosure 1B provided herein reviews the performance history of the periodic tests for which a greater than one-week extension of the surveil-lance interval is requested.

CP&L has performed safety analyses for the requested Surveil-i lance Requirement deferral and determined that there is no impact on (1) the probability of occurrence or consequences of an accident or malfunction of equipment important to safety previously evaluated in the FSAR; (2) the possibility of creation of an accident or malfunction of a different type than any previously evaluated in. the FSAR; and (3) the margin of safety as defined in the bases for Technical Specifications.
