Enclosed please find an application from Aldrich Chemical Company requesting a broad specific license to permit exports of small amounts of deuterium oxide to universities and research organizationsin Austria, Australia, Belgium, Canada, Colombia, Costa Rica, Denmark, Japan, Mexico, Netherlands, New Zealand, Switzerlar.d, Turkey, United Kingdom, Venezuela, and West Germany for NMR appli-cations. Aldrich has indicated it would also like to include Argentina, Chile, Brazil, Ecuador, Peru, Israel, South Korea, and Taiwan on the license. This license request is similar to the license NRC issued to Sigma Chemical on August 5,1981 (XMAT0176). As in XMAT0176, we would condition any license to limit exports to individual countries to appropriate amounts.
Before taking action on this license application, we would appreciate your views in accordance with established procedures as to whether the proposed exports meet the applicable criteria in the Atomic Energy Act, as amended by the Nuclear Non-Proliferation Act of 1978.
